If you type into Word, or Google Docs or similar program and then copy/paste into here, it will automatically add the question marks and other strange characters. There isn't any way around it, except to type directly into the forum.
I am on iPad, and my punctuation also appears as question marks. Probably I should turn Settings > General > Keyboard > Smart Punctuation to OFF when posting here.

Yes, if you do that, you should be fine.
The same can be done for people using Google Docs by going to:
Tools > Preferences > Use smart quotes and toggling off "use smart quotes".
Someone using Microsoft Word can also fix this in this way:
File > Options > Proofing > Auto-Correct Options > Auto-Format as you type >
Then under "Replace as you type" toggle off "Straight quotes with smart quotes" and toggle off "hyphens (--) with dash (_)"
It looks like various programs are implementing AI auto format tools and these are being switched on by default for everyone.
