no, the uvula has to be well-bypassed in order to get into stage 2. For most people it does not get in the way at all.
As your tongue gets longer and when you push your tongue back and up, eventually you will find that you can run it along the base of the uvula (where the uvula is hanging from the foof of the mouth). From there you can push your uvula, which normally hangs down, up if you want to. This may also tend to happen automatically.
If you push your tongue to either side of the uvula, as it gets long enough, your tongue will eventually be able to come in contact with the soft palate. Up a certain distance (maybe two centimeters?) at the center is the nasal septum. The nasal septum is stage 2.

There's something slightly jarring abou thaving this utterly no-way-around-it physical benchmark amid all the philosophical/spiritual/ relativistic practices we're working on!
I saw, to my surprise, that Mantak Chia even alludes to kechari mudra, noting there's much greater conductivity when you take the tongue further back in the mouth (though he doesn't go anywhere near this far...at least not in the beginner materials I've seen).
